| 摘 要： | 服务型政府就必要千方百计地维护人民的生命财产安全。在大变革的时代背景下,正确认识公共部门危机管理的特点,提高政府应急管理能力,无疑是构建服务型政府的必然要求。这需要从意识灌输、管理机构、协调机制、社会参与和信息发布几个方面入手。
