我国农产品标准化策略选择的原则及措施——基于中国-东盟自由贸易区农产品贸易经验

我国农产品国际贸易障碍的克服有赖于恰当的农产品标准化策略选择。一方面，当前东盟各成员国农产品标准的差异昭示着短期内我国的出口农产品面临着参差不齐的进口国的标准要求。另一方面，东盟架构下农产品标准同一化进程的开启，WTO框架下及中国-东盟自由贸易区TBT和SPS领域农产品标准的协调，预示着各国或地区的农产品标准必将向国际标准靠拢且将趋同。基于上述分析，我国农产品标准化策略应定位于“跟踪研究、区别对待、优势产品突破、循序渐进提高”。我国农产品标准化的具体措施是确立企业标准化主体地位，尽快切实提高我国农产品标准；依法贯彻落实政府责任，推进我国农产品标准化；积极参与国际协作，促进农产品标准的同一及互认。

On the Strategies of Standardization of China＇s Agricultural Products --Based on the China -ASEAN Agricultural Products Trade Experience

Overcoming the obstacles of the China＇s international agricultural product trade depends on the good strategies of standardization of China＇s agricultural products. On the one hand, different standards of the agricultural products in ASEAN member countries show that agricultural products exported by China face differ- ent standard claims of import countries nowadays. On the other hand, opening of the same standards progressing of agricultural products in ASEAN, harmonization of standards for agricultural products in the WTO and in the TBT and SPS of the CAFTA indicate that agricultural standards in the countries or regions will certainly move closer to international standards and will be the same in the long run. Based on the previous analysis, the paper concludes that the strategies of Standardization of China＇s Agricultural Products should pitch in ＂the tracing studying, the different treating, superior products breakthrough, step by step improving＂. Standardization measures of agricultural products in China include making enterprises the dominant position in the standardization work, implementing the government＇s responsibility according to law and advancing of standardization of China＇s agricultural products, taking an active part in international cooperation and promoting the identical and approba- tory of standardization of agricultural products.
