蓝色经济建设对产业政策法的挑战及其应对

蓝色经济作为新兴的经济名词与传统的海洋经济,在内涵与外延上均具有很大的差异。蓝色经济发展在为全国经济建设带来契机的同时,也对我国产业政策法提出了挑战,为此,应坚持海陆统筹一体发展的原则,在蓝色经济产业优化和布局中尊重市场经济规律,把与蓝色经济有关的产业政策上升为法律,实现产业政策的法治化,并处理好现有法律与新设法律的关系,同时,通过明确政府作为产业政策法的主体地位,发挥政府规划机制的作用,达到强化法律法规对海洋产业布局的宏观调控作用。
