农业科研投资增收效应的空间溢出与阈值特征——以山西省市域面板数据为例

科技进步依赖于科研投资,农业科研投资为农业科技发展提供了直接、稳定和长期的动力,而知识或技术的外溢会造成农业科研投资与农业经济增长的空间分布格局不一致,进而影响农业科研投入对农业经济的作用机制以及相关调控对策的深入研究。基于2015—2018年的山西省市域面板数据,综合采用空间面板回归和面板阈值模型对财政支农的三个重要部分,亦即农业科研投资(ARE)、支农支出(SAE)和农业基本建设支出(ACC)与农村居民收入之间的关系进行异质性检验,考察农业科研投资与促进农民增收的非线性空间联系。研究采用理论与实践相结合、规范分析与实证分析相结合的研究方法,系统地研究农业科研投资对农民收入增长的溢出效应和阈值特征。研究表明,农业科研投资的增收效应明显,但不同地区差异显著;农业科研投资的增收效应存在空间溢出的特征,解释了农业科研投资与农村居民收入在空间上的非均衡分布。农业科研投资的增收效应存在阈值特征,即农业科研投资的增收效应随农业科研投资额增加而减弱,随着农业基础设施建设支出的提高而增强。

The Spatial Spillover and Threshold Characteristics of the Income Increase Effect of Agricultural Research Investment: Taking City Panel Data of Shanxi Province as an example

Scientific and technological progress depends on the scientific research investment.Agricultural scientific research investment provides direct,stable and long-term power for agricultural science and technology development,while the spillover of knowledge or technology will cause the spatial distribution pattern of agricultural research investment and agricultural economic growth to be inconsistent,thus influence on the mechanism of action of the agricultural economy in agricultural scientific research and the further research of relevant countermeasures.Based on the area of Shanxi Province in 2015-2018 panel data,integrated with space panel regression and panel threshold model of three important part of financial support agriculture,or agricultural research investment(ARE)supporting agriculture expenditure(SAE)and agricultural capital construction expenditure(ACC)and the relationship between the rural residents income heterogeneity inspection,it investigates the agricultural scientific research investment and promote farmers’income of nonlinear contact space.The spillover effects and threshold characteristics of agricultural research investment on farmers’income growth are systematically studied by combining theory with practice,normative analysis with empirical analysis.The results show that the income increase effect of agricultural research investment is obvious,but the difference between different regions is significant.The spatial spillover of the income increase effect of agricultural research investment explains the unbalanced spatial distribution between agricultural research investment and rural residents’income.The income increasing effect of agricultural scientific research investment has threshold characteristics,that is,the income increasing effect of agricultural scientific research investment decreases with the increase of agricultural scientific research investment and increases with the increase of agricultural infrastructure construction expenditure.
