| 摘 要： | 依据对社会组织的实证调查资料,描述了社会组织发展的现状,障碍社会组织发展的外部环境问题和组织自身的问题;探索了政府培育社会组织的机制,社会组织培育与社会工作、志愿者队伍、社区建设和社会领域党建的关系,并尝试建构整合社会组织、社会工作和社区建设的＂三位一体＂的社会建设制度框架。
