| 摘 要： | 环境污染越境转移是近年来我国耕地减少、质量下降的根源之一,探讨环境污染转移下的耕地保护策略是极为必要和急需的。技术性的解决之道固然重要,但更需要制度性的消解策略。耕地的合理利用与保护应运用宪法、法律的手段加以改进,要从国际法的层面寻找相应的策略。

| Abstract: | Environmental pollution transference is one of the main reasons of decrease in arable land in our country.So it's urgent to discuss how to protect our field under environmental pollution transference.It is important to find technological solutions,but the more important is to find systematic solutions.In order to protect and make good use of arable land,solutions should be found in Constitution,even in international laws. |
