周代的“施舍”现象及其体现的施政理念考察

施舍于民是周代统治者在解决政治问题时经常采用的方法.究其缘由,则在于施舍行为具有极强的团聚民众、笼络人心的作用.在当时的社会环境下,能否得到尽可能多民众的支持,关系到周天子及诸侯们的权力稳固、人身安危.而施舍于民在早期国家的形成中又发挥过重要作用,已成为一种根深蒂固的观念,加之其所具有的聚民功能,使统治者不得不树立施舍于民、散财于民的施政理念,在一定程度上推动了古代政治的进步.

Probe into the Phenomenon of Almsgiving during the Zhou Dynasty and the Political Idea Embodied by It

During the Zhou Dynasty,almsgiving to the common people was a frequently used tool for the rulers to resolve political controversies.The reason for this lies in the fact that almsgiving plays a role to reunite the people and win their hearts over.Under the then social conditions,whether or not the monarch of the Zhou Dynasty and his feudatories get the support of most of the people directly involves the stability of the throne and the safety of their lives.As it has played an important role in the formation of the state in its earlier stage,almsgiving has become a deep-rooted concept.In addition,since almsgiving bears such an important function,the rulers have to set the concept of almsgiving and wealth to the common people in order to promote political advancement of ancient China.
