高等教育治理体系与治理能力现代化的解读与思考

高校治理现代化是国家治理现代化中的重要一环。要在治理现代化的进程中完成高质量、内涵式发展，中国高校必须根植于中国特色社会主义制度之中，必须坚持贯彻党的教育方针，并在此基础上，探讨高校治理的法治化、科学化和民主化。为此，需要从系统科学方法论和善治理论出发，研究中国高校治理的内涵以及推进高校治理体系和治理能力现代化的途径。为此提出，坚持党的领导，把握好高校治理的领导制度；完善法治基础，把握好高校治理的科学架构；提升管理效能，把握好高校治理的支撑体系；加强民主管理，把握好高校治理的文化生态。

Modernization of Governance System and Governance Capacity of Colleges and Universities: Connotation and Approach

Governance modernization of colleges and universities is an important part of the modernization of China's governance. Colleges and universities need to achieve high-quality and intensive development in the process of governance modernization. They are rooted in the system of socialism with Chinese characteristics and should adhere to the Communist Party of China's educational policy. On the basis of this, this paper discusses the rule of law, scientification and democratization of governance of colleges and universities. With the methodology of system science and the theory of good governance, this paper explores the connotation of governance of colleges and universities and the ways to promote the modernization of governance system and governance capacity of colleges and universities. The concrete measures are mainly to adhere to the Communist Party of China's leadership and uphold the leadership system of the governance of colleges and universities, to improve the foundation of the rule of law and construct the scientific framework of the governance, and to promote management efficiency and enhance the supporting system of the governance. In addition, it is imperative to strengthen democratic management and build the cultural ecology of the governance of colleges and universities.
