新时代推进民族地区乡村全面振兴的创新路径

推广国家通用语言文字是推动民族地区乡村全面振兴的重要抓手和关键环节。国家通用语言文字所具有的社会属性、经济属性、文化属性和生态属性决定了其能够在乡村振兴伟大工程中发挥效能、施展作为。以此为理论依据,国家通用语言文字赋能民族地区乡村振兴的多维价值主要体现为:国家通用语言文字的产业效益、人力资本效益、文化效益、生态效益和治理效益有助于推动民族地区乡村产业、人才、文化、生态和组织振兴。在具体实践中,应在做好相关顶层设计的基础上,聚焦现实推广过程中存在的发展不平衡不充分问题,以国家通用语言文字与乡村产业发展、社会治理和文化繁荣的有机结合为工作切口,依托高校智库作用的发挥和在校大学生社会实践活动的参与,凝心聚力推动国家通用语言文字赋能乡村振兴工作落地见效,为民族地区乡村全面振兴贡献强大语言之力。

The National Common Language Empowers Rural Revitalization in Ethnic Minority Areas:Value Embodiment and Practice Path

The promotion of the national standard spoken and written language is an important starting point and key link to promote the comprehensive revitalization of rural ethnic minority areas. The social attributes,economic attributes,cultural attributes and ecological attributes of the national standard language determine that it can play a role in the great project of rural revitalization.Based on this theoretical basis,the multi dimensional value of the national common language enabling rural revitalization in ethnic minority areas is mainly reflected as follows:the industrial benefits,human capital benefits, cultural benefits,ecological benefits and governance benefits of the national common language help promote the revitalization of rural industries, talents,culture, ecology and organizations in ethnic minority areas.In specific practice,on the basis of the relevant top level design,focus on the two key groups of rural young and middle aged labor force and preschool children,take the organic combination of the national common language and rural industrial development,social governance and cultural prosperity as the work cut,and rely on the role of university think tanks and the participation of college students in social practice activities.We will concentrate our efforts to promote the implementation of the rural revitalization work of enabling the national common language,and contribute a strong language force to the comprehensive revitalization of rural areas in ethnic minority areas.
