| 摘 要： | 清代前期，统治者采取了一系列的恢复经济生产的手段，尤其是在农业生产和商业发展方面。通观清前期的生产发展制度，重农抑商思想贯穿始终。从专卖制度、从商资格、商税征收等几方面论述清前期的抑商政策，剖析清政府重农抑商政策对经济发展的影响和实质。
