中国加入WTO后 ,民营科技企业面对更加激烈的市场竞争 ,困难和挑战更加严峻。企业制度上的缺陷和不足是制约企业发展的根本因素。从某种意义上说 ,实现制度上的创新和突破比技术创新更为重要。制度创新须解决好两个问题 :一是创新成本问题 ;二是创新与借鉴关系问题。

Innovation in System Is the Fundamental Guarantee for the Development of the Nongovernmental Enterprises of Science and Technology

With China's entry into the WTO, the nongovernmental enterprises of science and technology are faced with fiercer market competition, and difficulty and challenge are more rigorous. The defects and inadequacy of the system have become a fundamental factor hindering the development of the enterprises. In a certain sense, the innovation and breakthrough in the system is more important than the innovation in technology. Two problems should be solved in the innovation in system: first, the cost of innovation; second, the relation between innovation and reference to the experience of others'.
