For long, owing to the lack of deep understanding of this problem, China has taken many roundabout courses in her government systematic reform. The problem is in essence a relative expansibility resulted in the financial disability. It is in fact related with the current condition of China, and the outcome of the interactions of various negative factors, which brings about lower quality of officials, widespread corruption and power centralization to these by favoritism even. Consequently, the efficiency of public administration is greatly influenced. The basic countermeasures, therefore, are to cut down the numbers of officials, and establish an equal, orderly, competitive and reasonable system in choosing officials.
