论我国企业底线的失守与政府底线监管责任

企业经济、环境、社会三重底线及道德与法律底线是企业生命线,企业底线坚守不仅对企业长远利益,且对社会底线与政府底线坚守及社会管理与政府治理,都有重大意义.通过对企业底线失守的现象分析、行业调查、动态考察及中西方对比等现状评估,可看到目前我国企业底线失守形势极其严峻.究其原因,企业主体责任不可逃脱,政府管理和监督责任更不可推卸.各级政府企业底线的监管存在着认识不足、法律漏洞、监管缺位、追责不力等责任缺失.为此,要善用底线思维,完善底线法制,加强底线管理,强化底线问责.

On the Fall of Corporate Bottom Line and the Responsibility of Governmental Inspection on Bottom Line

The three bottom lines of corporate economy, environment and society as well as ethics and laws are the life blood of an enterprise. The persistence of bottom line of an enterprise has great significance, not only for long-term P interests of an enterprise, but also for the persistence of social and governmental bottom line as well as social and government management. Through the phenomenon analysis of loss in corporate bottom line, industry surveys, dynamic inspection, and assessment on the status of the East and West, our country is currently witnessing a very serious situation. It is resulted mainly from the corporation, and also from government management and inspection. The government inspection at each level on bottom line of corporation is facing lots of problems： lack of knowledge on the existence of regulatory, legal loopholes, lack of supervision, and lack of accountability, etc. Therefore, we must make good use of the bottom line of thinking, improve the bottom line legal system, and strengthen the bottom line management and accountability.
