| 摘 要： | 长期以来,农业综合开发财政有偿资金存在着问题,究其原因既有客观情况的变化,也有制度的缺陷。应适时对农发资金管理进行改革,实行委托银行贷款管理,从而保证农发有偿资金的有效运行、及时回收、降低资金投入风险,提高资金的使用效益。

| Abstract: | The agriculture comprehensive development finance compensable capital (abbreviated agriculture development capital) have some problems.These are not only for the situation changing,but also for the faults of the administration system.So we should reform the agriculture comprehensive development capital administration,entrust the bank to manage the capital,ensure the agriculture development capital works efficiently,recover on time,reduce the capital investment risks and improve the capital using profit. |
