社会治理新格局下的政府与社会组织关系构建

十八届三中全会提出创新社会治理,提高社会治理水平,改进社会治理方式,激发社会组织活力。这是继厘清政府与市场边界后,再次关注政府和社会关系,使政府治理和社会治理互相补充,共同发展。政府和社会组织应在彼此信任、权责明确、规范保障的前提下,构建起相互独立、合作互动、政府主导的新型关系,而要达到这样的关系需要政府对社会组织放活,社会组织同时自立自强,共创社会治理新格局。

Construction on the Relationship of Government and Social Organization under a New Pattern of Social Governance

The party＇s eighteen plenary session propose innovative social governance ,improve the level of social management and the way of social governance ,stimulate the vitality of social organization .This is the second clarify the government and market boundary ,once again focus on the relationship between government and society ,so that governance and social gov‐ernance complement each other for common development .Government and social organizations should be based on mutual trust ,clear responsibilities and standard ,then build mutually independent ,cooperative interaction ,government -led new relationship ,and to achieve this relationship requires the government liberalize the social organization ,social organizations is self -reliance at the same time ,then create a new pattern of social governance .
