节约型政府的价值取向及其构建路径

当前我国政府在执政过程中浪费现象严重,给经济社会发展造成一定损失。打造节约型政府是建设节约型社会的关键,具有现实必然性。节约型政府的价值取向包括节约、循环经济、廉洁高效、可持续发展和以民为本等五个方面。建设节约型政府是一个系统工程,需要树立节约意识和效益观念,加强节能管理,转变政府职能,降低行政成本,提高政府决策的科学性,加强节约资源的法制建设,同时借鉴国外政府的节约经验。

The Value Orientation of the Energy -saving Government and its Construction

The present Chinese government has seen much waste in its administration which hinders the social and economic development of China.The key to constructing an energy-saving society is the construction of an energy-saving government.The value orientation of the energy-saving government finds expression in the reduction in expenditure,circular economy,honesty and efficiency,sustainable development and people-centered policy.It is a systematic project that includes the enhancing of energy-saving awareness,the reduction in administration costs,the improvement of the government functions and efficiency,good policy-making and implementation and the adoption of good experience from other countries.
