我国民营企业准入自然垄断产业的途径与方法研究——以民营企业策略选择为分析视角

自然垄断产业的市场准入不同于一般产业,民营企业要实现与自然垄断产业对接乃至融合,必然面临准入的途径与方法的选择问题。从国内外相关经验判断,对自然垄断产业既有项目的准入途径可选择租赁、购买、参与资本市场融资、TOT等模式,而新建项目的准入途径可选择BOT、PPP、项目融资等模式。各种准入途径各具优点与缺陷,民营企业应在比较和分析的基础上作出策略选择,政府部门也应针对各种准入途径所呈现的特性进行必要的政策引导和制度构建。

A study on the ways and the methods of the entry of private enterprises into natural monopoly industries

The entry into a natural monopoly industry is different from that into an ordinary industry.If the private enterprise wants to fuse with the natural monopoly industry,it will face the problem of choosing the ways and methods of the entry.From past experience around the world,for the existing projects of the natural monopoly industry,private enterprises can choose renting,purchase,participation in capital market financing,TOT or other patterns as the ways of entry.On the other hand,for the new projects,they can choose patterns such as BOT,PPP,project financing,etc.Each of the ways of the entry has its own merits and shortcomings.Therefore,private enterprises should base their strategic selections on the comparison and analysis of all the ways.Governments should also carry out essential policy guidance and the system construction in view of the characteristics of different ways and methods of the entry into the natural monopoly industry.
