完善乡村公共安全管理体系的思考与实践——以临沧市为例

中国农村正处于经济和社会的急剧转型期,但由于公共安全保障基础相对薄弱,使公共安全管理与经济快速发展的不相适应性变得越来越显著,影响和制约着农村经济社会的全面、协调、可持续发展.如何建设有中国特色的乡村基层公共安全管理体系,提高乡村群众的安全保障,改善乡村基层的生活环境,推进全面建设小康社会建设和社会主义新农村建设,的确值得各级政府高度重视.以云南省临沧市农村食品安全事故的发生、处置和防范为例,从当今农村基层群众对公共服务与公共管理的需求切入,分析基层政府在贫困乡村履行公共管理职责的空间和局限,进而探索一种在体制问题难以解决的情况下,通过机制创新和力量整合,建立健全乡村公共安全管理体系的方式和途径.

On Improving the Rural Public Security Management System: A Case Study of Lincang City

The rural area of China is experiencing a dramatic economic and social transformation. However, the poor public security foundation has led to some conflicts between the public security system and the fast developing economy, which hinders the overall and balanced development of the rural area of China. The governments at all levels should pay attention to the establishment of a grass-roots rural public security system with Chinese characteristics in order to provide a better environment for the construction of a well-off society and a new countryside. With a case study of the food security incidents in the rural area of Lincang City and the grass-roots people's needs for public services and management, the paper discusses the grass-roots government's responsibility for public management and the institutional limitations as well as the ways of improving the rural public security management system through the power integration and institutional innovation.
