新疆南疆三地州城乡二元结构研究

缩小新疆南疆三地州城乡二元差距,对于促进新疆社会稳定和长治久安具有重要的现实意义。该文从城乡收入、劳动生产率、固定资产投资、城镇化水平等方面分析了南疆三地州城乡二元结构,研究发现:南疆三地州的经济社会发展总体水平较低,城乡收入差距较大,城镇化发展滞后,区域发展不均衡,二元结构制约经济社会和谐发展。在分析南疆三地州城乡差距成因的基础上,从利用差别化产业政策和对口支援机制发展优势产业,提升喀什在南疆三地州发展中的增长极,适度控制人口数量,提高劳动者素质,协同推进新型工业化与新型城镇化等方面,提出了缩小南疆三地州城乡二元结构,促进经济社会协调发展的对策。

Binary Structure of City and Countryside in Three Prefectures in Southern Xinjiang

Narrowing the urban rural dual structure of southern Xinjiang is of important practical significance for promoting social stability and long period of stability in Xinjiang. Based on the analysis of the dual structure of the urban and the rural from the income level, labor productivity, investment in fixed assets, to the level of urbanization and so on, the study found： the overall economic and social development level in the three regions of southern Xinjiang is low; the income gap between the urban and the rural, the urbanization, the regional development is not balanced; urban and rural structure constraints the harmonious development of the economic society. Finally, through the analysis of the reasons causing the gap between the urban and the rural, suggestions of policy such as using different industrial policies and partner assistance mechanism, promoting the growth pole of Kashi, controling the population, improving the quality of workers and promoting synergy of new industrialization and urbanization are put forward to promote a coordinated economic and social development.
