| 摘 要： | 清末由于国民意识和参政意识的觉醒,出现了空前的国民参政活动。表现在利用咨议局和资政院等,积极投入到参政活动之中。清末各省咨议局建立后,议员通过提出议案行使参政权,并通过与督抚的斗争,进一步获取了参政权。

| Abstract: | At the end of the Qing Dynasty, due to the awaking of the national consciousness and political participation consciousness, arose the campaign of national political participation, which was manifested by the active political participation through Consultation Bureaus and State Council for Political Consultation. After the Consultation Bureaus of different provinces were established, the members of Consultation Bureaus performed their right of political participation by means of proposing the motions. Moreover, they further gained the right of political participation through their fight against provincial governors. |
