| 摘 要： | 从外源性因素分析,地方省属院校提升硕士生学术能力是国家研究生培养的政策定位和要求,是地方院校在激烈的高校竞争中博得先机的策略,是地方发展乃至国家发展的必然选择。从内源性因素分析,提升地方省属院校硕士生学术能力,主要基于研究生自身方面的素养所导致的学术能力低下问题。

| Abstract: | From the analysis of external factors, enhancing the postgraduates＇ academic ability of the local provincial colleges and universities is the policy orientation and training requirements of the national postgraduate, it is also means of the local colleges and universities to win the initiative in the fierce competition among universities, and it is the inevitable choice of local development and national development. From the analysis of internal factors, the postgraduates＇ academic ability of the local provincial colleges and universities is mainly because of low academic ability based on their quality, and it is shown as nonstandard academic research, displaced academic training and non-sufficient academic exchange. |
