黑龙江省农地规模经营制度性影响因素分析

创新土地制度、实现土地规模经营，是当前统筹城乡经济、加快发展现代农业、建设社会主义新农村的必然选择。黑龙江省目前的农地经营规模还处于不合理的状态，与其适度的经营规模仍有较大差距，农地规模经营的推进有着一定的发展空间。黑龙江省农地规模经营仍处于发展的初级阶段，在推进过程中还受到农村剩余劳动力转移、农村土地流转、农村社会保障以及农村金融等方面制度的影响。因此，黑龙江省政府部门应尽快完善农地规模经营的相关制度，促进农村劳动力的转移，推进农地规模流转，健全农村社会保障体系，拓展农地规模经营的融资渠道，从而加快发展农地适度规模经营，实现农业的可持续发展。

Analysis on System Influence Factors to Farmland Scale Management in Heilongjiang Province

It is an inevitable choice for balancing development of urban and rural economy, accelerating development of modernized agriculture and constructing socialist new countryside by innovating land system and fulfilling Scale management for land. Farmland management scale in Heilongjiang province is still in unreasonable condition, there still exists distance with moderate management scale, the improvement of farmland scale management exists developing space. However, scale management of farmland in Heilongjiang province is still in the early stages of development, and has met several system obstacles in its promoting process such as the systems of rural labor transfer, farmland circulation, rural social security and agricultural finance. Therefore, the government should improve relevant system for stimulating rural labor transfer and farmland circulation in larger scale, developing rural social security system, enlarging financial resources, and then accelerate development of farmland - centered moderate scale management and fulfill the sustainable development in agriculture.
