社会管理研究在中国:进路与焦点

在社会转型带来诸多问题进而需要人们认真关注的促动下,社会管理成为一个耳熟能详的话题.检视已有研究,研究者主要是沿着“为什么要研究社会管理、何谓社会管理、社会管理体制改革的前行脉络、社会管理的当期重点”等进路展开分析.梳理发现,社会管理研究缘起于社会转型的现实推动；对于何谓社会管理,当下是多维解说却尚无定论；社会管理的现状及未来趋势是匍匐前进但趋向明朗；社会管理体制改革是任重道远.相对而言,社会管理创新成了一个永不陈旧的焦点话题.从根本意义上讲,社会管理创新是在寻求政府与社会的良性互动.深入分析可见,当前研究亟待关注四大重点议题:谨慎思考西方社会管理语义在中国的适用性；精细考量具体的研究思路和方法；明晰社会管理创新实践的关键是重构政府与社会的互信；当前基层社会管理实践缺乏创新的激情和有为的胆识.

Social Governance Research in China:Approaches and Focus

As social transformation brought about many problems which need to be paid serious attention to,the social governance becomes a familiar topic.Review existing research,researchers mainly make researches along the line of "why study social governance,what is social governance,social governance system reform,the current focus of social governance" and other approaches.Social governance originate from the reality of social transformation,but there are no final conclusions for what is social governance.The status and future of social governance is creeping forward,but tends to be clear;social governance system still has a long way to go.In contrast,social governance innovation has become a hot topic and never goes stale.In a fundamental sense,social governance innovation is in the search for government and social interaction.In-depth analysis indicates that current research needs to focus on four key issues:thinking carefully about the applicability of social governance semantics of the West in China;considering cautiously specific research ideas and methods;the key to clearing social governance innovation being the reconstruction of government and social trust;current practices of governabce at the grassroots level lacking the passion to make innovations and accomplishments.
