| Abstract: | The Constitutional status of public servants is the comprehensive manifestation of their rights and obligations as stipulated in the Constitution. The establishing of the Constitutional status of public servants in Western countries, which was an internal requirement and inevitable result of the development of the Western societies, underwent a rather long period of time and process in history, and share some similar characteristics such as being politically neutral, functionally independent and enjoying long tenure. |
