| 摘 要： | "逆周期"的金融监管是指金融部门在经济波动低谷时根据客观经济形势的变化创新货币政策,进行灵活的逆方向调控。那么,逆周期资本监管产生的机理是什么,当前世界经济波动的逆周期特征又是什么,如何把控"逆周期"金融监管在经济波动运行中的价值,我国逆周期资本监管需要哪些政策杠杆等,这些都是我国经济和金融政策中的重要课题。

| Abstract: | Countercyclical financial regulation refers to the innovative monetary policy and flexible retroregulation adopted by financial management departments to deal with the economic situation when it reached the bottom of economic fluctua- tion. Thus, to find out the generation mechanism of countercyclical financial regulation, the features of current counter- cyclical world economy, the value of countercyclical financial regulation during the economic fluctuation and the policy leverage which is effective in China＇ s countercyclical financial regulation will be an important task for the economic and financial policy making in China. |
