摘    要:人力资本的形成和积累不仅是社会科技和经济体系演进的产物,而且更受相应制度的激励和影响,这已被不断贴近现实的人力资本理论所证实。成功的激励就是人力资本充分发挥的必要条件,但我国现存的制度却制约着人力资本的提升。因此,强化对人力资本提升的制度研究和建设,对于加快促进我国人力资本的形成和积累,实现经济的可持续增长,均具有重要的现实意义。

Abstract:The forming and accumulation of the manpower capital are not merely the result of evolution of social science and technology and economic system , but should get influenced and encouraged by corresponding system , which has been proved by the manpower theory . Successful encouragement is the essential factor to give full play to manpower capital , but the existing system in China restricts the promotion of manpower capital . It is of great importance to strengthen the study on the system of manpower capital promotion in order to accelerate the foundation and accumulation of manpower capital in China , to realize the sustainable increase of economy in our country .
