| 摘 要： | 有关生育的奖励处罚政策实质上是使生育行为外部性内在化的一种努力。城镇独生子女父母年老奖励补助政策仅是地方性人口与计划生育条例的一项重要规定,尚未取得与农村部分计划生育家庭奖励扶助制度同等重要的地位。利用生育外部性和制度变迁理论,结合地方性条例的规定,分析现行政策难兑现的原因,提出自上而下制度创新的原则和具体建议。

| Abstract: | Essentially,childbearing policy about award or punishment is a kind of effort of internalization of childbearing behavioral externality.The encouragement and subsidy policies to the urban's aged parents with only one child is one of regulations in province-level population and family planning regulations,it has not yet become as the state-level policies as the partial rural family planning households' insitutions.Combining the theories of externality and institutional change with regulations of province-level population and family planning regulations,the causes of difficulties in carrying out policy has been analyzed in this paper,and then put forward to principles and suggestions for top-down innovation. |
