| 摘 要： | 农村老年人的养老面临着养老意识淡漠、赡养权利保障不力以及孝道伦理弱化等方面的严峻挑战。解决农村养老问题需要国家、社会和家庭共同努力,构建以国家养老保障为主导、以家庭养老保障为主体、以社区养老保障为补充的多层次保障体系。从提高农村经济水平,完善法律、养老保险制度、探索社区养老模式以及和谐家庭关系等方面入手,综合治理,提高农村养老质量。
