| 摘 要： | 创新型人才是青岛构建城市创新体系的关键要素,青岛市在引进创新型人才方面既具有一定的优势和机遇,也要面对某些劣势和威胁.从政府管理的角度,青岛市应采取的相关对策为:充分发挥区位优势和学科优势吸引人才,完善和创新人才引进机制引进人才,加大对创新型人才队伍建设的投入力度,大力发展高等教育事业等.
