试论因特网对民族国家的负面影响及其对策

因特网的普及在最广泛的程度上促进了人类的信息共享和交流，使人类的生产、生活方式发生着巨大的变化。但因特网对大多数民族国家的安全又产生了一些负面影响。它在一定程度上冲击了民族国家的主权．削弱了民族国家对信息传播的控制能力，弱化了民族国家的管理和监督职能。民族国家应树立新的国家主权观念，把信息主权置于突出位置；构建信息安全保障体系；争取在制订因特网运行规则时拥有发言权；发展电子政务以提升国家信息化总体水平，从而消解信息安全的诸多问题。

On the Negative Impact of Internet on Nation States and the Countermeasures for It

After presenting a detailed analysis of the Internet's impact on the security of nation-states from the perspective of the international politics,this thesis points out that Internet not only affects a nation-state's sovereignty and impairs its ability to control information spread,and thus weakening its functions of management and supervision as such,but also plays a negative role for most nation-states in that global cultures tend to become identical and monotonous under its influence.Some countermeasures are hereby provided for a nationstate to maintain its sovereignty in information governance,to secure its say in the rule-making for Internet rule-making and to enhance its national performance in informationization.
