新形势下我国亟待构建海防战略

新形势下,海洋成为世界各沿海国家战略博弈的焦点。被时代赋予新的内涵和外延的现代海防,其地位再一次凸显,成为影响国家安全和发展的重要战略方向。而作为统筹海防全局的海防战略则成为把握海防战略主动权的制高点。新形势下,构建海防战略是为了解决国家崛起所带来的一系列海防困境和以化解海上利益拓展与传统海防能力不足之间的矛盾为逻辑起点,其中所确定的海防战略的定义、定位等基本问题是构建海防战略的理论基础,战略目标的选择、海防范围的界定、海防力量的建设和战略手段的运用是构建海防战略的核心要素。

Construction of Coast Defense Strategy should be Rated top Priority in the New Situation

In the new situation,ocean has become the focus of strategic gaming in coastal countries.At the same time,the modern coast defence endowed with new connotation and new extension,again,stands out as critical strategic orientation influencing national security and development.And the coast defense strategy acting as overall orchestration of coast defence pattern,has become the towering spot to grasp strategic initiative.In the new situation,the construction of China’s coast defense strategy is aimed at the solution of series of coast defense dilemmas resulted from nation’s rising up and removal of the contradiction between the deficiency of traditional coast defense ability and the interests of maritime development taking this as a starting point.Of them,to ascertain the definition of coast defence strategy,placement and other fundamental problems etc are the theoretical basis of the construction of the coast defence strategy;strategic goals,coastal defense boundary,forces and strategic means,are all the key elements of the construction of coast defence strategy.
