| 摘 要： | 建国以来长期执行的“以农补工、以乡养城”的发展模式,形成了一系列城乡区别对待的不公平的制度,致使农村长期处在严重被剥夺的境地,使得我国城乡发展严重失衡。本文通过对产生城乡差距原因的分析,得出要统筹城乡发展关键是体制创新,并分析了体制创新的途径。

| Abstract: | The long-existing development mode of the countryside feeding the city,implemented since new China was founded,has formed a series of unfair system in which the city and the countryside are differently treated,led the countryside to a serious situation of deprived of and a unbalanced development of the city and the countryside in China.The article analyzed the reason that caused the gap between the city and the countryside,pointing out that the key to an overall development the city and the countryside is system innovation and then analyzing the approach to system innovation. |
