| Abstract: | Enhancing and Innovating social management need to improve appeal expression mechanism continuously. People as the subject of appeal expression mechanism, play four main functions of expresser of public opinion, direct bearer of the results of expression, defenders of basic civil rights and constructors of the public spirit in the operating process of the mechanism. |
