金融服务外包的风险控制与监管研究

近年来，全球外包正在经历着从IT外包到金融业务流程外包（BP0）的转变，中国也正努力实现从“世界工厂”到“世界办公室”的转变。对于金融服务外包刚刚兴起的中国，其风险也日益凸显。通过考察金融机构外包中可能面临的风险，参照国际金融外包风险控制与监管的经验，提出控制风险和加强金融服务外包监管的相关建议：明确外包范围，选择合适的外包商，合同要反映所有与外包有关的实质性内容，制定明晰完整的外包风险控制计划，建立应急方案。

Study on Risk Control and Supervision in Financial Service Outsourcing

In recent years, the global outsourcing has been changing from IT outsourcing to financial service BPO, and China is trying to change from the World factory to World office. Because China＇s financial service outsourcinghas just risen, the risk is increasingly displayed as time goes by. This paper observes the risks that the financial institution may face and puts forward some suggestions about risk control and strengthening the outsourcing supervision of financial service according to the inspiration from foreign supervision.
