我国循环经济的立法研究

采取立法以及各种政策措施推动循环型经济社会的建设与发展,是国际上的重要实践之一。本文在概括国内外推动循环型社会发展动态以及实施立法活动的基础上,对我国正在开展的循环经济立法研究项目进行了系统介绍。阐述了我国循环经济立法研究的基本目标,我国循环经济的发展特征及立法所关注的关键问题,进一步总结了循环经济立法研究的主要内容。

Legislation Study on Circular Economy in China

In order to develop the circular economy or recycling society,it is a common practice for international society to use legislative and policy instruments.Beginning with an overview of promoting circular economy and legislative initiative at home and abroad,the legislation study of circular economy in China is introduced systematically in this paper.Firstly,the overall objective of the legislative study is described.Secondly,the key issues to conduct the legislation study are identified based on the features of circular economy development in China.And finally,the major contents of the legislation study are summarized,including the analysis of circular economy initiatives and review of existing laws and regulations in China,a comparative study for legislative practices related to circular economy between China and foreign countries,and the design of circular economy law system and the recommendations of circular economy laws,etc..As an important component of circular economy practices,the legislation study is significant for making the circular economy law and promoting the circular economy development under the conditions prescribed by law in China.
