| 摘 要： | 我国城市化进程中失地农民权益受损现象实际上是深层次的权利失衡的结果,农民失地是现象,农民失权才是本质。因此,保障失地农民权益就必须深入剖析我国的农地制度与体制缺陷,从根源上寻找失地农民权益保障的路径,改革农地产权制度,重构政府在征地过程中的角色和职责并逐步强化农民利益集团的表达力和行动力。

| Abstract: | The phenomenon that the rights and interests of landless peasants in China has been damaged is actually the result of the imbalanced rights;losing land is the phenomenon,losing rights is the essence.Therefore,it is necessary to analyze China’s agricultural system and institutional weaknesses;find the path to protect the rights of landless farmers from the source;reform the rural land property rights system;reconstruct the roles and responsibilities of the government in land acquisition process and gradually strengthen the power of expression and action of farmers’ interests groups when talking about the rights and interests of landless peasants need. |
