农业税免征后农村公共决策的产权基础与公共产品供给

以免征农业税为内容的农村税费改革,实质是政府、村集体与农民之间重新缔结农地产权契约。这种农地产权契约,既没有改变农村社会公共产品外生性供给模式,又降低了农民向国家与集体索取公共物品的谈判能力,结果可能将进一步恶化农村公共产品的供给。因此,要增加我国农村社会公共产品供给,改变其外生性供给模式,发展农村社会,其根本出路在于我国农地产权契约的进一步创新。

The reform of rural taxes and administrative charge,is essentially to reconclude contracts among the government,the village collectives and the farmers.This kind of contract does not remodel the rural public product exogenous supply pattern,while on the other hand,it reduces the negotiation abilities of farmers on the aspect of demanding public goods from the country and the collectives,which would probably result in further worsening the rural public products supplies.Therefore,to enhance China's rural public products supplies,to change its exogenous supply pattern,to develop the rural society,the way is to further innovate the agriculture property right contract.
