摘    要:长期以来 ,中国新药的研制以仿制为主。中国“入世”后 ,大量国外药品将涌入国内 ,知识产权和专利保护将进一步加强 ,使新药研制面临前所未有的严峻形势。中国新药研制必须尽快完成由仿制到创新的战略转移 ,为此应做到 :( 1 )加强基础研究与新技术应用 ,为中国制药业的长远发展奠定基础 ;( 2 )借鉴国外新药研制成功经验 ,实现科技产业一体化 ;( 3)发挥自身资源优势 ,加快中药开发利用 ;( 4 )瞄准市场需求 ,开发急需新药

Abstract:For a long time, the focus of the research and development of new drugs in China has been mainly on the duplication of foreign drugs. China will be faced with a serious situation after her entry into the World Trade Organization(WTO) due to a large number of foreign products entry into our country. And what's more, the protection of intellectual property rights and patent rights will be strengthened. It is necessary for China to accomplish, as soon as possible, the strategic transfer from duplication to innovation in the research and development of new drugs. Here are some suggestions: (1) The basic research and application of new technology in the research and development of new drugs should be strengthened so that a solid foundation in the development of Chinese pharmaceutical industry can be laid in the long run; (2) Successful experience from foreign countries should be learned so that the cooperation between the researchers and manufacturers in China can be enhanced; (3) Full use of our own resources should be made so that the research and development of Chinese traditional medicine can be accelerated; (4) New drugs should be developed to meet the urgent needs of the market.
