| 摘 要： | 社会保障是一国政府为全体国民因各种原因而失去收入来源导致生活贫困时,向他们提供的生活保障。我国目前建立的社会保障主要限于城镇地区,而在广大农村,基本上是一个空白。政府应转变观念,摆正位置充分发挥在农村社会保障制度建立中的职责和作用。

| Abstract: | Social security is a government guarantee for all the poor people who have no income due to various causes. The social security in China has been established in the cities and towns but not in the countryside. Thus, the government should take this into consideration and play its role in the establishment of the social security system in the countryside. |
