政府改革与社会主义市场经济体制的完善

党的十六大提出了建立完善的社会主义市场经济体制的战略任务,政府改革在下一步改革中将居于中心地位,它对建成完善的社会主义市场经济体制具有战略意义。这表现在:亟待创新的政府体制是计划经济遗留下的“硬核”,也是完善社会主义市场经济体制的主要障碍;进行政府改革是完善社会主义市场经济体制的关键;政府体制是经济体制与政治体制的交会点,因而政府改革具有双重性质。

Government Reform and the Improvement of the Socialist Market Economy System

The strategie mission put forward at the 16th Convention of the Communist Party of China, is to establish a perfect socialist market economy system. Government reform will be the focus of the coming reform, which has a strategie significance for establishing a perfect socialist economy system. This can be further elaborated on as follows: the government system which has to be innovated urgently is a "hard nut" left by the planned economy system, and it is also the main obstacle to perfecting the socialist market economic system; Government reform is the critical point in perfecting the socialist market economic reform because government system is the intersection of the economic system and the polit-ical system.
