境外政府创新研究及对我国的启示

随着20世纪80年代始于英国的新公共管理运动的开展,政府创新很快成为一项全球运动并取得了丰硕的成果。这些实践成果的取得是和公共行政领域的理论发展密切相关的,可以说,公共行政理论与政府创新实践的演进脉络是重合的。因此,对国外政府创新的理论背景和实践成果结合起来进行系统分析和研究是我国政府创新对国外政府创新成果进行借鉴的前提。
