| 摘 要： | 阐述了“连云港优先发展战略”的意义,认为该战略的提出和实施,是对江苏既往发展方式深刻反思后的选择,是实现江苏区域共同发展的必然要求,是对连云港未来发展趋势的准确把握。进而提出了“连云港优先发展战略”的“扩大开放、港口带动、新型工业化、城市化与城市现代化、联动开发”5大基本构架。
