高等教育的发展必须坚持以人为本,树立和落实全面、协调和可持续的发展观。广东高等教育要加快发展,必须以科学发展观为指导,深化体制改革,构建具有广东特色的高等教育新格局;坚持和完善党委领导下的校长负责制,调整人才培养结构和模式,建立多元化投资体系,不断完善办学条件;建设一支数量充足、结构合理、素质较高的骨干教师和管理干部队伍;广泛开展对外交流与合作,提高国际化办学水平。
