民营企业发达地区城中村改造的困境与出路

本研究主要采用案例分析法和调查访谈法,对温州市L街道城中村的特点、现行改造方案以及改造中出现的问题进行了深入的剖析和思考,试图为深化该类地区城中村改造提供建议和思路。研究发现,改造中存在的问题主要为村民失去租金收入、外来人口流失以及产业转移的低效益,通过再思考发现关键在于现行改造方案忽视对村民的人文关怀、缺少对外来人口的关注以及产业转移补偿方式的单一。基于此本研究认为民营企业发达地区城中村改造应从留地政策、产业安置等方面进行模式创新。

The dilemma and way out for the reconstruction"urban village"in developed areas of private enterprises

Through field investigation and case study,this research made an in?depth analysis and reflection on the characteris?tics,the current reconstruction plan and its existing problems of the urban villages in L street of Wenzhou,in an attempt to pro?vide suggestions for extending the reconstruction of urban villages in such areas.It found that the main problems in the process of reconstruction are the loss of the villagers'rental income,migrant depopulation and the low efficiency of industrial transfer.After rethinking,it also found that the key lies in the fact that the current reconstruction plan ignores the the humanistic care for villag?ers,lacks the attention to the migrant population and the compensationmode of industrial transfer is single.Based on these find?ings,it put forward that the reconstruction of urban villages in developed areas of private enterprises should be innovated from the aspects of land reserve policy and industrial resettlement.
