| Abstract: | Labor force floating is an important way to rationally redistributing resources. When large number labor force floating into urban areas, it has generated externality that led to government's intervention. There are two methods for the government to overcome externalities: employment discrimination and raising the cost of labor force floating. But these policies shall damage the effectiveness of resource redistribution and reduce the gross output. |
