论我国国有资产经营公司层面上的新“政企不分”

"政企不分"一直是困扰我国国有企业改革与发展的一大难题.作为一种新型国有资产管理体制(即"三层分级管理体制")的组成部分,国有资产经营公司的组建尽管阻断了原来存在于政府与国有企业之间的"政企不分",但在政府与经营公司之间以及经营公司与国有企业之间又产生了新的"政企不分".本文在分析这种新的"政企不分"的表现形式及其成因的基础上,提出通过加快国有企业战略性调整、健全国有资产监督管理机构、完善经营公司自身改革等措施重塑政企关系,消除"政企不分".

New "Government-Enterprise Marriage" in State-owned Assets Management Companies of China

Integration of government administration with enterprises has been a big problem in the reform and development of state-owned enterprises (SOEs) in China. A component of the new system of state-owned assets management (i.e., the "three-level hierarchical management" system), the establishment of state-owned assets management companies successfully cuts off the original connection between the government and enterprises. However, a new "government-enterprise marriage" occurs in between the government and these management companies, and between the latter and SOEs. This paper, by analyzing the origins and manifestations of this new form of abnormal integration, puts forward the reconstruction of the government-enterprise relations by accelerating the strategic adjustment of SOEs, perfecting the supervisory mechanisms for management of state-owned assets, fulfilling the internal reform of the management companies, etc.
