20世纪30年代,中国到处弥漫着失业恐慌的阴霾。南京国民政府坚持"标本兼治"的原则,采取中西杂糅的方式治理失业,收到了一定的社会成效,反映了国家对其所承担的社会责任的体认程度。由于失业对策自身存在局限性和局势的日益恶化,政府无法获得根治失业的两个支撑点即政治的稳定与经济的发展,最终失业问题变成了历史遗留问题。

Analysis of Countermeasures by Nanjing KMT Government to Curb Unemployment in 1930s

In 1930s, the whole society was filled with fear of unemployment. Nanjing KMT government treated the problem by looking into both its root cause and symptoms, took traditional Chinese and Western measures to control unemployment and won initial success, which reflect the state confirmation of its social duty. Because of the limitation of the unemployment countermeasures and the deteriorating situations, the government could not acquire the political stabilization and the economical development which might be used to eradicate the unemployment, which became a serious problem left over by history.
