| 摘 要： | 政府公共服务与责任伦理建设具有重要的社会实践价值,对于政府民主体制的运作、制度的强化执行与社会公共利益的达成都将产生深远影响。政府公共服务与责任伦理建设的关键在于建构其规范基础与实践机制,一是建构政府公共服务伦理规范与评价指标体系;二是建立政府公共服务伦理的双重规制机制;三是成立与完善政府公共服务伦理的专责机构。
