农业税取消后农村公共产品供给问题研究

我国农村公共产品供给存在着总量不足、结构不合理、城乡间失衡等几个主要问题。取消农业税后,由于乡镇财政缺口加大、现行的“一事一议”制度缺陷甚多、免税引发的“要地热”激起村民矛盾,农村公共产品供给更趋困难。要解决这些问题,实现农村公共产品的有效供给,就要从多个角度进行制度和体制的改革与完善。

Several major problems,such as the inadequacy of the total amount,irrational structure,imbalance between the city and countryside,exist in the public product supply in the rural area of China.After agricultural tax is abolished,the financial gap in the villages and towns increases,the current "To discuss immediately after the matter appears" system proves to have many defects,and that everyone wants more land arises the conflict in the village.As a result,the public product supply in rural area has become more difficult.To solve these problems and realize the effective supply of the public product in rural area,innovation and perfection of the system from many angles are required.
