| 摘 要： | 物质性行政权力异化是指为个人或小团体的金钱目的而行使行政权 ,这种行为由四个基本要素构成 ,有其自身特点 ,其行为的法律后果包括违法和犯罪 ,防治难度大 ,预防这种行为需要正确的立法指导思想 ,良好的法律制度。

| Abstract: | The alienation of administrative power of materiality refers to the abuse of administrative rights to seek interests for individuals or cliques. The conduct consists of four elements. Due to its features, serious legal consequences, the paper holds that the right guiding ideology of legislation and the sound legal system can help to reduce difficulties in preventing the phenomenon. |
